People make noise. Walking, talking, using facilities, snoring, clanking utensils eating, cleaning guns, using doors, etc. That's passive noise and it's population based. The only way to lower passive noise from population is to have a smaller population. You can counter that with facility mods, traits, hero bonuses, watch towers, etc.

It always corresponds to the number of your population, so if you have a community of 6, your command center will generate 6 passive .

The game is very easy even on nightmare if you have a decent skill in fps. 90% of this game is headshotting ferals, and if you can do that you can scavenge as much supplies as you want since ordinary zeds are very stupid. Just avoid juggs 24-7 and scavenge for supplies/cars and get a high morale.
It's not pretty, but it does have a full list of the traits available in game, the description of the traits, and all the nicknames associated with them. These start about 26 pages in (this is not a small document!) Again, its Puggednose who made this possible, I'm just posting a link. This is pretty awesome.
